Microsoft Press has released the second edition of Kraig Brockschmidt’s in-depth free ebook on writing Windows Store apps using HTML, CSS3, and JavaScript on the Windows 8.1 platform. The ebook includes 20 chapters and 4 appendices.

The primary focus is on applying these web technologies within the Windows platform, where there are unique considerations, and not on exploring the details of those web technologies themselves. Focus in this book is the Windows platform. there is not much talk about third-party libraries, architectural considerations for app design, and development strategies and best practices. These come up from time to time, but mostly in passing.
